Why after 35 years, is the US government unable to meet the challenge of Teddy Roosevelt's grand-daughter?

I actually met someone that moved it. Apparently it needs to be re-stacked or gold is so soft that it starts to fuse together over time. I doubt he counted it but it was gold and there was a lot of it.
